HK’s new public hospital fees to take effect on January 2026

The HHB and HA have conducted consultations to gather feedback on the reform direction.

Hong Kong’s Hospital Authority (HA) has gazetted a revised fee schedule for public hospital services, which will apply to eligible persons from 1 January 2026.

The announcement follows the Public Healthcare Fees and Charges Reform, jointly initiated by the Health Bureau (HHB) and the HA.

The HHB and HA have conducted consultations with the Legislative Council, the public, and various stakeholders to explain the changes and collect feedback on the proposed direction.

There is broad agreement that Hong Kong’s current public healthcare subsidy model is unsustainable amidst rising demand driven by demographic shifts and advances in medical care.

“The HA’s next steps will focus on refining implementation measures to ensure the smooth execution of the reform,” an HA spokesperson said.

These measures include simplifying medical fee waiver applications, easing means test criteria for the Samaritan Fund, and launching information platforms to help the public access new healthcare protection measures starting next year.
