Australia’s new Aged Care Act to start on 1 November

It introduces a statement of rights for older Australians.

The Albanese Government has confirmed the new Aged Care Act will begin on 1 November 2025.

The start date has been delayed to give aged care providers more time to prepare, support their staff, and update systems.

Governor-General Sam Mostyn AC will be asked to formally proclaim the commencement date. The delay also provides Parliament with more time to consider legislation necessary to support the effective operation of the new Act, as well as to finalise key operational and digital processes.

The act introduces a statement of rights for older Australians and clear principles for providers and workers. It also launches the Support at Home program to help seniors stay active and connected in their communities.

Until then, current programs like the Commonwealth Home Support Program and Home Care Packages will continue.

The delay follows advice from experts to ensure a smooth rollout with minimal disruption.

The move is part of the Albanese Government’s wider aged care reforms, which include better care standards, 24/7 nursing, higher wages for workers, and increased transparency.
