Hospital Authority appoints Kelvin Lo to new directorial role

The new Development & Works Division will manage capital projects under HA.

The Hospital Authority (HA) has named Ir Kelvin Lo as the director of the newly established Development & Works Division, effective 6 March.

The HA Board established the Development & Works Division to manage the capital projects in the authority.

As director, Lo will coordinate the execution of strategies and projects set in the HA Hospital Development Plan.

Ir Lo is an experienced senior executive in the government with over 35 years of professional experience in infrastructure development strategies, mega public capital works projects and huge infrastructure assets.

Ir Lo previously served as Senior Advisor (Hospital Development Plan) of the Health Bureau, managing the project management and strategies of hospital development plans, as well as other healthcare infrastructure projects and facility management.

He also worked for other bureaus, in roles such as the Director of Water Supplies, Director of Drainage Services, Project Manager/Major Works of Highways Department, Assistant Director (Administration) of Civil Engineering and Development Department and the Principal Assistant Secretary (Works) of Development Bureau.
